Will President Obama’s new regulatory czar make good on his promise to conduct reviews of agency rules in a timely manner? The 90-day deadline will expire this week for the office’s review of the Labor Department’s final rule to protect coal miners from black lung disease.
The Occupational Safety and Health Administration proposes a rule that would make large companies’ injury and illness reports publicly available; Johns Hopkins Medicine suspends its black lung program after its activities are highlighted in a Center for Public Integrity report on miners denied black lung benefits; and an explosion at a Ciudad Juarez candy factory kills four workers.
The scheming by Jackson Kelly attorneys to deny coal miners with black lung disease modest compensation is immoral. If coal companies are sincere about their workers being their “most precious resource,” they should dump the law firm.
A few recent pieces worth a look
Spring 2013 looked like it would be a banner season for progress by the Obama Administration on new worker safety regulations; not so much anymore.
Now that the Presidential election is over, it’s time for the Labor Department to kick into high gear expand workers’ rights and ensuring workers’ lives and health are protected. Here’s my wish list of tasks for the Labor Department to accomplish in the next 6 months:
Members of Congress and the Mine Safety & Health Administration respond to an investigative series on the resurgence of black lung disease among miners; OSHA cracks down on railroad employers who retaliate against whistleblowing employees, and relies on education rather than an emergency standard to address heat stress; and gunmen in Pakistan attack the vehicle of a doctor involved in a polio vaccination campaign.
A x-ray surveillance program finds nearly four dozen cases of coal workers pneumoconiosis among surface coal miners in the U.S., while coal operators including Alpha Natural Resources and CONSOL Energy insist that workers on strip mining jobs aren’t exposed to enough dust to cause disease.
Before too long the US Department of Labor (DOL) and other federal agencies should be issuing their annual regulatory plans and semi-annual agendas. These documents serve as official public notice of agencies’ regulatory (and deregulatory) priorities.
